CADDO NATION ECONOMIC DEVELOPMENT AUTHORITY

CNEDA, and its subsidiaries, are set up to conform to the best practices in Indian Country for economic development, separating enterprise from tribal politics and functioning like private businesses and emphasizing sustainable and culturally appropriate strategies.  This includes a diversified portfolio. 


CNEDA is  led by experts in tribal government, finance, energy, and Indian law. Together, they are working to build a stronger future for the Caddo people—one that honors our sovereignty and supports generations to come.

CNEDA Chairman

Bobby Gonzalez (Caddo)

Chairman Gonzalez has extensive experience in energy businesses, and he is a recognized expert in tribal and federal government relations.  He has been instrumental in business development in the tribal, state, and federal spaces.  His extensive career, spanning several decades, has been marked by a remarkable ability to cultivate collaboration among tribal communities, industry, and federal agencies.  His energy expertise includes significant experience in midstream project development alongside historical preservation, environmental review, and mitigation strategies, aptly navigating intricate regulatory and business development landscapes necessary for successful project execution.  

Reflective of his tribal relations work, Chairman Gonzalez spearheaded the creation of the “To Bridge a Gap” conference—an innovative, nationwide forum that strengthens government‑to-government relations among tribal nations and the United States Forest Service.  He has collaborated with the Pentagon on environmental and cultural issues affecting tribes nationwide and he played a pivotal role in establishing Oklahoma’s first Tribal Historic Preservation Office under Section 101(d)2 of the National Historic Preservation Act.  His advocacy before the United States House of Natural Resources Committee regarding compliance with the Native American Graves Protection and Repatriation Act (NAGPRA) has helped shape federal policy in the area, while his work with the Federal Bureau of Investigation has supported efforts to combat looting on federal lands. 

Chairman Gonzalez maintains a unique position as the owner of the only Native-owned company holding membership in the Interstate Gas Association of America.  His expertise in energy development and tribal consultation has made him a valued advisor to the United States Department of Energy, culminating in his role as a guest speaker at the 2015 inaugural tribal energy summit, and his recent appointment to the Department of Energy’s  Fossil Energy and Carbon Management Tribal Working Group, whose priorities include explore issues associate and funding opportunities associated with methane mitigation, repurposing existing energy assets slated for retirement, critical mineral production and processing, development of carbon capture, transport and storage infrastructure. 

CNEDA Vice-Chairman

Zackeree S. Kelin (Caddo)

Zackeree Kelin is a member of the Caddo Nation of Oklahoma and the Vice-Chairman of the Caddo Nation Economic Development Authority.  He is a founding partner at the Davis Kelin Law Firm, where his legal work centers on complex litigation.  He has garnered recognition from Superlawyers, Martindale-Hubbell, and Best Lawyers.  His body of work includes obtaining published judicial opinions in the areas of tort law, New Mexico’s Inspection of Public Records Act, and Indian law.  His industry involvement includes litigation concerning trespass and condemnation litigation relating to rights-of-way in Indian country, Nuclear Regulatory Commission licensure, and litigation under the National Environmental Protection Act.

Zackeree began his legal journey at DNA-Peoples Legal Services, Inc., the largestpoverty law program in Indian country, where he represented clients before various courts and administrative bodies in areas such as poverty law, Indian law, andenvironmental law.  While attending law school at the University of Iowa, he gainedexperience clerking for the Native American Rights Fund and the Winnebago Tribe ofNebraska. 

Zackeree is a recipient on the Native American “40 under 40” award by the National Center for American Indian Enterprise Development.  He has held leadership roles at several organizations, including the National Council at the Smithsonian National Museum of the American Indian, the University of Iowa Alumni Leadership Council, the Board of Directors for Native American Disability Law Center, and the New Mexico Trial Lawyers Association.  Zackeree was appointed as a Commissioner on the New Civil Rights Commission, which lead to the passage of the New Mexico Civil Rights Act, and he served recently as a special prosecutor in New Mexico’s Second Judicial District. 

Zackeree has been instrumental in the Nation securing $3.7 million dollars for the tribe’s orphan well program, as well as grants for other energy and environmental initiatives, and serves as the project manager for the tribe’s Orphan Well Development and Implementation grants.

Joel Smith (Caddo)

Joel Smith is a Caddo Nation tribal member with over 17 years of experience in commercialcredit, lending, and management.  He is a Senior Vice President and Chief Credit Officer of Bank and President of President of Community Development at the Native American.  He is anexpert in financing projects and economic development in Indian country brings his experience to CNEDA as a Banking Financial Investment Strategist.

Joel holds an M.B.A. in finance from the University of Colorado Denver, and a dual M.B.A in finance and accounting from the University of Oklahoma.  He is an alumnus of the Graduate School of Banking at Colorado, and he holds an RMA Credit Risk Certification designation.

In addition, Joel serves on the boards of directors for the Rocky Mountain Indian Chamber of Commerce and the Denver Indian Center, a non-profit devoted to serving Denver’s Native population.  He currently also serves of the loan committees for Oweesta and for NDN Fund, nationwide non-profits focused on Indian country development. 

Joel was named to the 2015 Native American “40 under 40” by the National Center for American Indian Enterprise Development.

David Bogle (Cherokee)

David Bogle brings over four decades of distinguished business and institutional leadership to the Caddo Nation Economic Development Authority (CNEDA).  His extensive experience in the industry positions him as a vital asset in driving economic growth and fostering sustainablecommunity development. 

David established Garden City Nursery, which has been a cornerstone of horticultural excellence in northwest Arkansas for more than 45 years.  Additionally, David's interests extend to real estate investment. 

David is also the founder of the Museum of Native American History (MONAH) in Rogers, Arkansas.  As an enrolled member of the Cherokee Nation, he has dedicated himself to the preservation of and education relating to Native culture, curating an impressive collection of over 10,000 artifacts housed within the museum.

Stephen R. Ward

Stephen Ward has over 30 years of experience in Native law, with a focus on business, finance, and development within Indian country.  His recent projects have includedsome of the largest tribal gaming and resort developments, and leading over $1.5 billionin financings in the past five years.  His practice aims to provide tribes with the legalexpertise and resources necessary for their growth and development. 

Steve established the firm’s Indian law practice some 20 years ago, and it now has clientsacross all four continental time zones.  Both Steve and the practice group are nationallyranked by Chambers and Partners in the Chambers USA Guides, which is a leading legal ranking service.  He has been listed in The Best Lawyers in America directory since 2010.  Additionally, he was recognized law by The Best Lawyers in America as a Lawyer of the Year in 2021 and 2024 for his contributions in the areas of Indian law and gaming. 

Throughout his career, Steve has supported tribal governments with legal management,serving as general counsel to multiple tribes, including the Caddo Nation of Oklahoma.  Recently, he has aided clients in establishing new enterprises to generate non‑gaming revenue.  Steve has worked in the field of Native oil and gas, and he served as a trustee of the Rocky Mountain Mineral Law Foundation.  He has also handled significant Indian law litigation throughout his career.

Roberta Carver-Carson

Roberta is a seasoned business executive and a former Chief Executive Officer of aNative American corporation and a consulting business, having 30 plus years of a proven track record.  In her career, she has been recognized as Government Diverse Defense Contractor and Visionary Leader in Service Technology & Innovations. 

Advisory & Strategic Partners

University of Oklahoma

ICAST and RANGE are both initiatives at the University of Oklahoma (OU), focusing on different aspects of societal transformation. ICAST, the Institute for Community and Society Transformation, supports multidisciplinary research teams and community engagement to address societal challenges. RANGE, or tRANsition to Green Energy in gas-producing regions, is a NSF-funded project exploring how to transition Oklahoma, a gas-producing state, to green energy, with a focus on using hydrogen as a fuel


Members of 36 Native American tribes gathered to discuss Oklahoma renewable energy initiatives at the Native Renewable Energy Symposium on Sept. 12 and 13 on the University of Oklahoma campus. Organized by the Caddo Nation and hosted by several organizations at OU, the first-ever tribe-initiated event at the University of Oklahoma attracted more than 160 people, including tribal leaders, researchers, federal government officials and corporate representatives.

MASS Design

Mass Design Group

MASS (Model of Architecture Serving Society) believes that architecture has a critical role to play in supporting communities to confront history, shape new narratives, collectively heal and project new possibilities for the future. Its Sustainable Native Communities Design Lab teamed with Arrowood for its inaugural project of Caddo Nation Child Care and Community Center and CNEDA and other tribal programs to help develop the  historic Caddo Nation Resiliency Plan. This plan, built on community and program engagement, sets forth an analytical framework for continued growth in terms of infrastructure, the built environment, and energy across the Nation over time. It consolidates recommendations from administrative and community priorities for cultural resilience during planning processes, helps with grant funding, and provides a model for self-sufficiency where all Caddos have “culturally-centered spaces, affordable housing, sustainable infrastructure, and economic opportunities, embodying a model of stewardship, connection, and prosperity for future generations.” This is a prime example of “policy or infrastructure changes that have been made at the local level to reflect energy sovereignty priorities” that CNEDA has and continues to execute upon. This is Caddo planning and policy in action to promote energy sovereignty. 

Joseph Kunkel, Principal Director, Sustainable Native Communities Design Lab

A citizen of the Northern Cheyenne Nation, Joseph Kunkel is a community designer and educator, focused on sustainable development practices for Indigenous communities. As a Principal at MASS Design Group, Joseph directs the Sustainable Native Communities Design Lab in Santa Fe, New Mexico. 


In 2019, Joseph was awarded an Obama Fellowship in recognition of his work with Indigenous communities. In 2018, he received a Rauschenberg SEED grant from the Robert Rauschenberg Foundation to expand his work in arts-based community development and a 2019 Creative Capital Award for his work on the Northern Cheyenne Healing Trail. Joseph is a Fellow of the inaugural class of the Civil Society Fellowship, a partnership of ADL and The Aspen Institute, and a member of the Aspen Global Leadership Network.


The University of Maryland's Alumni Association awarded Joseph the 2021 inaugural Elaine Johnson Coates Award. Most recently, Joseph was named a 2022 Rubinger Community Fellow by the Local Initiative Support Corporation (LISC). He is a past recipient of the Enterprise Rose Architectural Fellowship. 

Mayrah Udvardi Director, AIA, NCARB, LEED AP Santa Fe, NM

M.Arch, Columbia University GSAPPBA Architecture and Environmental Studies, Wellesley College


Mayrah is a licensed architect and Design Director in MASS's Santa Fe studio. Her work is grounded in a deep commitment to living ecosystems, environmental justice, and architecture's role in equitably redefining territory worldwide. Since 2018, Mayrah has led and contributed to over 45 projects across MASS’s Boston, Poughkeepsie, and Santa Fe studios. Prior to MASS, she worked with Sustainable Native Communities Collaborative on building design and technical capacity in Indian Country, with Urban- Think Tank on community-led shack upgrading in South Africa, with Global Citizens for Sustainable Development on migrant housing in India, and with Enterprise Community Partners on documenting best practices in affordable housing.


Mayrah holds a Master of Architecture with Honors from Columbia University, a Bachelor of Arts in Architecture and Environmental Studies with Honors from Wellesley College, and is the recipient of Kinne, Watson, Schiff, Albright, and Noble Foundation Fellowships and AirWG and ZK/U Artist Residencies. She has taught at Kent CAED, Barnard College, and the Santa Fe Art Institute Summer Design Workshop, and is the author of "On Fragile Architecture: Exploring Causes of Indigenous Housing Insecurity" and "Bangalore: Urban Development and Environmental Justice." Mayrah is fluent in English, Deutsch, Español, हिंदी, and اردو.

Sherry Dale, Accounting for all CNEDA Entities

Sherry is an innovative entrepreneur and mindfulness coach with a diverse career in professional services, real estate, retail, and technology. She has demonstrated herexecutive expertise in finance, operations, strategic planning, and general management. As a co-founder of Jones & Dale, CPA's, Sherry significantly contributed to business development and firm management. She also founded Express MeatCompany, which became a multimillion-dollar entity before its acquisition by Cargill in 2004.

After her success in the meat distribution sector, Sherry established Strategix Consulting Group in 2004, specializing in strategic planning and executive team development for high-growth firms. From 2009 to 2015, as Chief Operating Officer for a consulting client, she managed extensive operations, oversaw a significant government contract, and launched a technology subsidiary. Her entrepreneurialportfolio includes ventures in restaurants, real estate, executive coaching, technology, and food processing.

Sherry is a Certified Public Accountant with a Bachelor of Arts in Accounting and Economics, having begun her career at prominent firms like Coopers & Lybrand and Arthur Andersen. Her varied experiences highlight her effectiveness as a strategist and trusted advisor within the business community.

Jennifer Tucker, Accounting Services CNEDA Entities

Jennifer Tucker, a skilled financial expert with nearly two decades of experience. Asa director of financial services, she has honed her expertise in accounting and finance.


Jennifer earned a BS in Finance and Accounting from the University of Central Oklahoma and joined the Mettise team three years ago, following 17 years in corporate and public accounting. In addition to her professional role, she is active on the Board for the Edmond Soccer Club and volunteers with the TOPSoccer program.

Mastering balance sheets and financial planning, Jennifer transforms data into actionable insights that propel business growth. She views financial challenges as opportunities for innovation, adeptly balancing ledgers while crafting compelling narratives from spreadsheets.

Sean Murphy ENDEV, Founder and Partner

Sean Murphy is the President of Murphy Petroleum, a private firm specializing in the acquisition, operation, and development of producing oil and gas assets.  He has over 35 years of experiencein international finance, oil and gas, diplomacy, and executive directorship roles.  As a seasonedbusiness leader, Sean oversees the strategic direction of EnDev Resources, leveraging hisbackground managing public and private equity investments in international hedge funds, realestate, and energy investments through his family office based in the United States and the United Kingdom.  His deep understanding of diplomacy, honed through his role as an Honorary Consul forthe Republic of Malta to the United States, combined with his heritage and citizenship in theCherokee Nation, makes him particularly adept at navigating complex regulatory environments and securing new opportunities. 

J.C. Whorton

J.C. Whorton, Jr. Energy Market Analyst

J.C. Whorton is a highly accomplished oil and gas executive with over 45 years of experience spanning the full value chain of the industry, including upstream, midstream, and service sectors.  He has held senior leadership positions at six Fortune 500 companies and has served as an officer and director for multiple public and private oil and gas exploration and productionfirms.  His extensive expertise includes overseeing operations, finance, and administration, aswell as navigating the complexities of corporate governance, strategy, and risk management.  J.C.’s career has enabled him to work closely with many of the world’s leading energycompanies, offering strategic insights to executive teams and boards to drive growth and value creation in dynamic and competitive markets.


A recognized subject matter expert, J.C. was a key member of the National Energy Consulting Practices at Andersen, PA Consulting, and PwC, and he has managed institutional energy trading desks at Morgan Stanley and Prudential Securities.  His work has been pivotal in developing global oil and gas futures, options, and derivatives that are now industrybenchmarks for price risk management.  A registered Commodity Trading Advisor, J.C. has provided market commentary for leading media companies, including The Wall Street Journal and Bloomberg.  An award-winning author and speaker, he has addressed over 150 industry forums and contributed extensively to thought leadership in the oil and gas sector.  As an adjunct faculty member and mentor at the University of Colorado, he continues to shape the next generation of energy leaders through education and mentorship. 

Helen El Mallakh

Helen El Mallakh Sustainability and Economic Development Advisor

With a career spanning major international energy companies such as ConocoPhillips, Shell, andAramco, Helen brings 30 years of experience in energy and political risk management.  She willlead efforts to align Continental Resources with emerging environmental standards and practices.  As the Managing Director of the International Research Center for Energy and Economic Development and Managing Editor of the Journal of Energy and Development. 

Jim Clancy

Jim Clancy Financial Planning

James has 40 plus years of experience in financial modeling and asset management in the regulated utilities, independent power producers, gas midstream and international power sectors.  He has focused on corporate financial planning, mergers and acquisitions, investment analysis and asset management, and he has worked on development of gas generation, hydroelectric power and wind generation projects.  He holds Bachelor of Science Masters of Business Administration degrees from the University of Arizona. 


Jim formerly was the Vice President and Treasurer of Century Power Corporation, a domesticindependent power generator in Arizona and New Mexico, before transitioning to internationalpower plant development and operation primarily in South America and England, as well as other countries.  He has been a remotely based financial manager with Liberty Power Corporation in New York and Independent Power Corporation in the United Kingdom.


Jim also served as a Vice President of Corporate Planning for Optigas, Inc. which was a gas midstream company with operations in Wyoming, northern Louisiana, and east Texas

Matt Matusek

Matt Matusek, J.D., LL.M

A fifth generation Midland oil and gas legacy, Matt brings a lifetime of hands-on oil fieldexperience coupled with over a decade of specialized legal expertise in the energy sector.  Hisprofound understanding of the oil and gas industry has guided numerous companies throughcomplex acquisitions, strategic joint ventures, and project developments.  Matt holds a Master ofLaw (LL.M.) degree with a focus on energy, environment, and natural resources from the University of Houston Law Center, and practices law in Houston, Texas.  He earned a J.D. fromSt. Mary’s University School of Law and a B.A. in political science, with a concentration on international relations and affairs, from Southern Methodist University.
